Council Bluffs climbs into the Loess Hills, the steep windblown ridges that run along the Iowa side of the river and carry mature hardwood forest: bur oak, hackberry, black walnut, and cottonwood on the lower ground. Older neighborhoods on and below the bluffs sit under big grown-in maples and oaks.
